Hull Local Labour Initiative

Background Information

The Hull local labour initiative (Hull LLI) has been established for just over a year and was formed with the support of ESF funding matched in part by employers in the local construction industry, who pay into the Hull LLI but in return receive generous grants when employing trainees. Currently nearly 400 local companies have links to Hull LLI, however the situation may change when European funding stops (July time).

Hull LLI provides training in a number of construction areas, including; carpentry and joinery, bricklaying, painting and decorating, general construction, gas installation as well as opportunities in horticulture.

Apart from General Construction Hull LLI does not recruit trainees, but delivers the training and on-site assessment for Hull City Services. They also have a number of contracts with the Employment Service under New Deal as well as a number of private contracts.

NB General construction, gas installation and horticulture are offered at their Somerden Road centre.

Hull City Services Construction Training

Hull LLI provides the expertise, trainers, on-site assessment and most importantly links with local employers for placements and hopefully full employment, for all Hull City Services construction training. It is important to note that only a small percentage of trainees with Hull City Services actually gain employment with the council, most gaining work with local construction companies.

General Construction Training - 2001 School Leavers

Hull LLI are offering, as a Training Provider, vacancies for NVQ 2 general construction operatives for year 2001 school leavers. The vacancy has been advertised in Career Centres and they are looking for trainees who are enthusiastic, reliable and have a good record of attendance. Rates of pay will be £50 whilst at Somerden Road (first 14 weeks) and this will rise to £60/£65 when on placement. This has been offered due to the demand from local employers and therefore prospects for employment are extremely high, with a general shortage of qualified workers in this career.

Work With Adults

Hull LLI have a number of contracts with the Employment Service to offer training and work placement as part of New Deal. Adults on New Deal can complete two units of a NVQ level two (remembering some trainees then gain employment and continue their NVQ) in a number of work areas, including general construction, gas installation and maintenance, horticulture, etc. These are all offered at their Somerden Road site, with a large percentage of the placement element been completed on either the Bransholme or Preston Road estates. Work undertaken includes the regeneration and creation of parks on North Bransholme, including fencing, planting, paving and general tidying. The relaying of footpaths and the development of riverside footpaths on Preston Road and surrounding areas.

Hull LLI is also active in a number of local initiatives. Probe uses Hull LLI when offering construction training to the local community (Preston Road and surrounding areas). In recent years the Queen has visited the project and met both trainees and trainers working with Probe, but employed by Hull LLI. Further initiative include offering SAGE training to lone traders and their partners.

Future Developments

Hull LLI already has plans and funding in place to provide IT provision to the local area. A computer suite, which would be used by trainees during the day, would be opened on a night, offering basic IT training.

They are also in the process of refurnishing a cafe, which again would be a development for the whole community, providing not only a meeting place, but also notice boards with employment and training vacancies.
